It is not clear in thse tests that there is perforation of the plate.
I cannot see any holes.
Under the UN Manual of Tests and Criteria detonation giving it a 1.1 rating requires there to be perforation or fragmentation of the steel witness plate.
Also the sequential explosions indicate that a detonation wave was not propagated.

For Series 6 Type A and B, the plates do not need to be perforated.
For Type A, a mass explosion indicates a Division 1.1 finding. Evidence includes:
a. A crater at the test site, b. Damge to the witness plate beneath the package c. Measurement of a blast d. Disruption and scattering of the confining material.
For Type B, a mass explosion indicates a Division 1.1 finding. Evidence includes:
a. A crater at the test site larger than that given by a single package b. Damge to the witness plate beneath the stack which is appreciably greater than that from a single package c. Measurement of a blast which significantly exceeds that from a single package d. Violent disruption and scattering of most of the confining material.
You may be thinking of the Type C test, where if there are any perforations to the 3 witness screens erected in each three quadrants 4m from the packages, the finding will be Division 1.2.
